Section 504 of the Rehabilitation Act of 1973 is civil rights legislation that prohibits discrimination of pupils with disabilities in school systems. The law provides that no qualified individual with a disability be excluded from the participation in or be denied the benefits of services, programs or activities.
A person with a disability under Section 504 includes any person who has a physical or mental impairment that substantially limits one or more major life activities, has a record of such impairment or is regarded as having such an impairment.
